Pike County sentencing information

MILFORD, PA--Pike County District Attorney Raymond J. Tonkin announced that the following criminal sentences were issued during the week of December 4 by Pike County Court of Common Pleas President Judge Gregory Chelak: 

Ryan Richard Fitzpatrick, 43, of Montague, NJ, was sentenced to 72 hours to 6 months in the Pike County Jail, fined $1,000 and had his driver’s license suspended for 12 months for the crime of Driving Under the Influence. Milford Borough Police were dispatched to the rear of a business where Fitzpatrick was unresponsive in his vehicle, which was blocking the business garage door. When contact was made with Fitzpatrick, a strong odor of an alcoholic beverage was detected, and Fitzpatrick was observed to have glossy, bloodshot eyes and slurred speech. Fitzpatrick admitted to drinking prior to driving. A blood test revealed a blood alcohol content of 0.250%.

Jackson O’Connor Bjorkman, 23, of Laveen AZ, was sentenced to 48 hours to 6 months in the Pike County Jail and fined $300 for the crime of Driving Under the Influence. The state police stopped Bjorkman for speeding along Ledgedale Road in Greene Township on January 30, 2023. When troopers approached the vehicle, a strong odor of an alcoholic beverage was detected, and Bjorkman was observed to have bloodshot, watery eyes with slurred speech. Bjorkman admitted drinking prior to driving. Field Sobriety Tests were conducted and showed impairment and a breath test confirmed a blood-alcohol content of 0.158%.

Sean Thomas Arnold, 53, of Greeley, PA, was sentenced to 98 days to 23 ½ months in the Pike County Jail and a fine of $1,000 for the crimes of Possession of a Small Amount of Marijuana and Abuse of Care Dependent Person. The state police responded to a residence in Lackawaxen Township to assist the Pike County Agency on Aging, where Arnold had jumped on a care-dependent person while lying in bed, grabbed the individual’s wrist, and used threatening and obscene language. Arnold was also found in possession of marijuana.

Jacob John Singer, 35, of Chester, PA, was sentenced to 5 days to 12 months in the Pike County Jail and fined $600 for the crimes of Disorderly Conduct and Possession of Drug Paraphernalia. The state police encountered Singer on January 1, 2020, after observing him behave in a suspicious manner at a retail business on SR 6 in Palmyra Township. Singer was uncooperative, and a vehicle search revealed syringes, metal spoons, and assorted items used in the consumption of narcotics. Singer physically struggled with the troopers while being handcuffed.

Jose A. Arzuaga, 48, of Bushkill, PA, was sentenced to 9 months and 30 days to 4 years in a state correctional facility, fined $1,895.00 and had his driver’s license suspended for 24 months for the crimes of Fleeing or Attempting to Elude a Police Officer, Driving Under the Influence, Maximum Speed Limits and Disorderly Conduct. The state police observed Arzuaga drive his motorcycle erratically along SR 209 in Lehman Township on December 10, 2022. Arzuaga ignored the state police request to pull over and continued to travel at speeds in excess of 85 mph. When contact was made with Arzuaga an odor of an alcoholic beverage was detected. Field Sobriety Tests showed impairment. Arzuaga admitted drinking prior to driving and a breath test confirmed a blood alcohol content of 0.267%. Arzuaga refused to cooperate and became physically combative during fingerprinting.

Jan Michelle Cornell, 44, of Newfoundland, PA, was sentenced to 16 months to 5 years in a state correctional facility, fined $2,800 and had her driver’s license suspended for 18 months for the crimes of Endangering the Welfare of Children, Driving Under the Influence of Alcohol or a Controlled Substance, and Possession of a Controlled Substance. The state police observed Cornell drive in an unsafe manner along SR 507 in Greene Township on August 27, 2022. Upon speaking with Cornell, police observed her to have constricted pupils, droopy eyelids, and slurred speech, with a staggered gait and white powder in her nostril. Field Sobriety Tests indicated impairment. Due to collapsed veins, a blood draw was not possible. A 4-year-old child was found unrestrained in the vehicle with 34 bags of heroin within the child’s reach.

David Andrew Wotring, 35, of Canadensis, PA, was sentenced to 72 hours to 6 months in the Pike County Jail, fined $1,000 and had his driver’s license suspended for 12 months for the crime of Driving Under the Influence of Alcohol or a Controlled Substance. Wotring was stopped by the state police after he was observed swerving across his lane of travel of SR 6 in Lackawaxen Township on September 25, 2022. When troopers approached his vehicle, they detected the smell of an alcoholic beverage and marijuana and observed Wotring to have bloodshot, watery eyes with dilated pupils and a dazed behavior. Field sobriety tests indicated numerous cues of impairment, and a consent to search revealed marijuana and a vape pen. A blood test confirmed the presence of THC in his blood and a blood-alcohol content of 0.029%.

Patricia Ann McCloskey, 72, of Hawley, PA, was sentenced to 3 days to 9 months in the Pike County Jail and fined $500.00 for the crime of Terroristic Threats. The state police on April 25, 2019, responded to a residence along Paper Birch North in Palmyra Township, where McCloskey had fired a 38 revolver and threatened the next time she would shoot the neighbor if the neighbor continued to make noise.

Vincent Charles Curley, 52, of Staten Island, NY, was sentenced to one year of
probation and fined $600 for 2 counts of the crime of Harassment. Curley threatened
an individual through the use of a telephone, leaving messages, text messages and posting
on social media from a residence in Dingman Township in December 2019 and another
individual between December 8, 2019, and December 13, 2019, from a residence in
Blooming Grove Township.

Timothy Michael Mitchell, 24, of Lackawaxen Township, PA, was sentenced to 12 months of probation and a fine of $500 for the crime of Simple Assault. The state police responded to Wayne County Hospital, where an individual was being treated for injuries that resulted from being punched with a closed fist in the head by Mitchell at a residence along Jacob Biesel Road in Lackawaxen Township on January 24, 2022.

Elizabeth C. Carney, 56, of Paupack, PA, was sentenced to 72 hours to 6 months in the Pike County Jail, fined $1,000 and had her driver’s license suspended for 12 months for the crime of Driving Under the Influence. The state police were dispatched to SR 507 in Palmyra Township where Carney had rolled over her vehicle on March 21, 2023. When speaking with Carney, an odor of an alcoholic beverage was detected, and she was observed to have thick, slurred speech and bloodshot, glossy eyes. Carney admitted to drinking prior to driving. A breath test confirmed a blood-alcohol content of 0.172%.

Tracy B. Lyons, 61, of Hawley, PA, was sentenced to 30 days to 6 months in the Pike County Jail, followed by 18 months of probation, a fine of $1,525 and a driver’s license suspension of 12 months for the crimes of Reckless Endangering of Another Person, Driving Under the Influence and Driving on Roadways Laned for Traffic. The state police were dispatched to SR 590 in Lackawaxen Township where Lyons was involved in a car accident on January 24, 2023, when Lyons entered the opposite lane of travel and hit a car head on. Lyons was observed to have bloodshot, watery eyes and smelling of an alcoholic beverage. Lyons admitted to drinking prior to driving. A blood test confirmed a blood-alcohol content of 0.165%.

Danielle Marie Sardon, 35, of Wells, VT, was sentenced to 72 hours to 6 months in the Pike County Jail, fined $1,000 and a driver’s license suspension of 12 months for the crime of Driving Under the Influence. The state police were alerted to Sardon driving erratically along I-84 in Dingman Township on August 21, 2022. When contact was made with Sardon, she exhibited glossy eyes and emanating the smell of an alcoholic beverage. Field sobriety tests indicated impairment. Sardon refused to submit to a breath test.

Brandon David Walsh, 35, of Bayonne, NJ, was sentenced to 57 months to 126 months in a state correctional facility to run consecutive to his Lackawanna County sentence and fined $1,100 for the crimes of Burglary, Possession of Drug Paraphernalia and the Summary Offense of Retail Theft. The state police investigated a burglary at a residence in Blooming Grove Township on July 24, 2019, where Walsh had entered the residence without permission. Later that day Walsh entered a convenience store in Blooming Grove Township where he took various items for sale without paying for them. A hypodermic needle was found among Walsh’s possessions.

Xavier Alex Ruiz, 22, of East Brunswick, NJ, was sentenced to 72 hours to 6 months in the Pike County Jail, fined $1,125.00 and a driver’s license suspension of 12 months for the crime of Driving Under the Influence of Alcohol or a Controlled Substance and the Summary Offenses of Restriction on Alcoholic Beverage and Careless Driving. The state police responded to a business in Lackawaxen Township where during a domestic disturbance, Ruiz stole an individual’s car on December 29, 2022. When Ruiz returned the vehicle to the business and contact was made with Ruiz, an odor of marijuana was detected, and he was observed to have glassy eyes and a green tongue and an open container of alcohol.

Scott Mill Batykefer, 38, of Greentown, PA, was sentenced to 90 days of probation and a fine of $300 for the crime of Operation without Ignition Interlock System. Batykefer was stopped by the state police for a suspended registration along Hemlock Grove Road in Greene Township on June 11, 2023. Batykefer was found driving without the court-ordered ignition interlock system.

Gennadiy Iosi Tenenbaum, 45, of Dingmans Ferry, PA, was sentenced to 24 months of probation and fined $500 for the crime of Simple Assault. The state police were dispatched to a residence in Dingmans Ferry, where during a domestic dispute, Tenenbaum struck an individual in the face with a closed fist several times, causing injury.
