MONTICELLO, NY — On Sept. 19, Detectives from the Sullivan County Sheriff’s Office arrested Dovid Leifer, 24, and Emanuel Friedman, 34, both of Brooklyn, NY. The pair were charged with the felony of Offering a False Instrument for Filing in the First Degree. It is alleged that the men used an address in the Town of Fallsburg, where they did not reside, to apply for a full carry pistol permit. As part of the background investigation process for pistol permit applications, deputies checked the residence and found that the defendants did not live there. The defendants were released on appearance tickets with a court date of Oct. 3,  in the Village of Monticello.
