NARROWSBURG, NY — The Upper Delaware Council (UDC) will host a public presentation with PA Fish and Boat Commission board president William Gibney and executive director Timothy Schaeffer during the 7 p.m. meeting on Thursday, April 4.

The in-person visit will take place at the UDC office, 211 Bridge St., and online via Zoom.

Honesdale, PA resident William Gibney was elected president of the PA Fish and Boat Commission board on July 24, 2023.

He has served as the 7th district commissioner to represent Carbon, Lackawanna, Luzerne, Monroe, Pike, Susquehanna, Wayne and Wyoming counties for the past five years.

Gibney is a retired physics and biology teacher for the Wayne Highlands School District. He also taught astronomy, biology and physics for several colleges and universities. He formerly served as a Pennsylvania Game Commission deputy wildlife conservation officer for 13 years and as a state park ranger at the Tobyhanna, Gouldsboro, Pocono Park Complex for nine years.

Timothy Schaeffer was appointed by the PA Fish and Boat commissioners to the executive director position on November 13, 2018.

He serves as the commission’s CEO as well as chief waterways conservation officer. Schaeffer is a member of the Atlantic States Marine Fisheries Commission and much more.

Additionally, Dr. Schaeffer is a member of the National Fish Habitat Partnership Board and serves on the steering committee for the Delaware River Watershed Conservation Committee.
