White Sulphur Springs man arrested for felony possession and promotion of child sexual abuse material

SULLIVAN COUNTY — The New York State Police Troop F Computer Crimes Unit announce the arrest of Nicholas Coughlin, age 22, of White Sulphur Springs, NY, on charges related to child sexual exploitation.

Coughlin is charged with the following:

  • Promote an Obscene Sexual Performance by a Child less than 17 years of age, a class D felony
  • Possessing Obscene Sexual performance by a Child less than 16, Possess/ Access, a class E felony
  • Three counts of Possessing Sexual performance by a Child less than 16, Possess/ Access to view, a class E felony

He is accused of promoting possessing and having access to several images consistent with child sexual exploitation. The arrest follows an investigation by the Troop F Computer Crimes Unit (CCU) after investigating a CyberTip from the Internet Crimes Against Children Task Force (ICAC).  The investigation led to the execution of a search warrant at Coughlin’s residence in White Sulphur Springs, NY on April 17, 2026.

Troop F CCU was assisted by the Bureau of Criminal Investigation at Liberty, Troop F Community Stabilization Unit, New York State Police Special Operations Response Team (SORT), State Police Liberty Uniform, New York State Police K9 Gray, The Federal Bureau of Investigation’s Hudson Valley Safe Streets Task Force and the National Center for Missing and Exploited Children (NCMEC).

Coughlin was arrested and transported to State Police Liberty for processing without incident. He was arraigned at the Liberty Town Court on April 17, 2026, and was remanded to Sullivan County jail with bail set at $25,000 in cash, $75,000 in bond, or $250,000 in secured bond. Coughlin's next court date is scheduled for April 22, 2026, at 2:00 p.m. at the Town of Liberty Court.
