The Liberty Police Department Sex Offender Unit is responsible for monitoring and managing all registered sex offenders within the jurisdiction of the Village of Liberty. In addition to supervising registered offenders, the unit conducts pro-active cyber investigations targeting individuals who attempt to exploit or meet children online.
On December 16, 2025, investigators became aware of an adult male who was allegedly attempting to meet a 13-year-old boy for sexual purposes. After communicating with this individual under the guise of being a 13-year-old juvenile, investigators allege that the suspect sent nude photographs and agreed to meet the child at a location in Liberty.
On January 14, 2026, the suspect arrived at the location expecting to meet the child, but instead encountered Liberty Police officers and detectives. He was taken into custody without incident. The individual was identified as Glenn Clark, 58, of Mongaup Valley.
Clark was charged with:
· 2 counts of Attempted Disseminating Indecent Material to a Minor in the First Degree, a Class D felony
· Attempted Rape, a Class D felony
· Attempted Luring a Child to a Vehicle or Building to Commit a Crime, a Class E felony
· 2 counts of Attempted Endangering the Welfare of a Child, Class A misdemeanors
He was arraigned in the Town of Liberty Court before the Honorable Judge Johnstone and remanded to the Sullivan County Jail in lieu of 50,000 cash, 100,000 bond and 300,000 partially secured bond.
Also on December 16, 2025, investigators became aware of another adult male who was allegedly attempting to meet a 13-year-old boy for sexual purposes. After communicating with this individual under the guise of being a 13 year old juvenile , investigators allege that the suspect sent nude photographs and agreed to meet the child at a location in Liberty.
On January 24, 2026, the suspect arrived at the location expecting to meet the child and was instead met by Liberty Police officers and detectives. He was taken into custody without incident. He was identified as Raion Coonjah, 51, of Monticello.
Coonjah was charged with:
· 3 counts of Attempted Disseminating Indecent Material to a Minor in the First Degree, a Class D felony
· 2 counts of Attempted Rape, Class D felonies
· Attempted Luring a Child to a Vehicle or Building to Commit a Crime, a Class E felony
· 3 counts of Attempted Endangering the Welfare of a Child, Class A misdemeanors
He was arraigned in the Town of Liberty Court before the Honorable Judge Shortall and remanded to the Sullivan County Jail in lieu of 50,000 Cash, 150,000 Bond and 450,000 partially secured bond.
Chief Steve D’Agata stated:
“I want to commend Officer Matthew Brooks, who took the lead in both of these investigations. He dedicated countless hours of his own time to ensure these perpetrators were taken into custody and prevented from victimizing our children. Officer Brooks is a valued part of our department's sex offender monitoring unit. Our department will continue to take a proactive approach to protecting vulnerable populations from predators."
Criminal charges are merely allegations that a defendant has committed violations of the criminal law, and as such they are not evidence of guilt. All defendants have a presumption of innocence and are entitled to a fair trial, during which it will be the burden of the State of New York to prove guilt beyond a reasonable doubt.
