Regarding a congressman’s financial statement

While financial disclosures may not be intended to “cover every detail of a person’s financial picture, or the businesses which they own,” this is what they are intended to cover:

“As amended, the EIGA (5 U.S.C. §§13101-13111) requires, among other things, covered employees to file annual financial disclosure statements that report “income, gifts, liabilities, property—both real property and business-related personal property—positions in business enterprises and other organizations and also any agreements relating to post-Government employment.” (Source: End Citizens United press release)

Rep. Rob Bresnahan does not deny ownership, per the Citizens Voice in Wilkes-Barre, PA:

“The financial disclosure covers all transactions and owned property from the full 2024 calendar year, covering the date of the helicopter purchase. Hannah Pope, a spokesperson for Rep. Bresnahan, confirmed the Congressman’s ownership of the helicopter.”

“Bresnahan strongly disputed the assertation that he tried to conceal his helicopter purchase and usage. He explained why his business, RPB Vetures LLC, purchased the helicopter last September.

“‘Well, you have to also understand the background of why I got into aviation,’ Bresnahan said. “My mom was a pilot. My cousin is a pilot… My plan was to be able to provide an additional service for my company to be able to do thermal inspections, UPC topographical mapping, because it was a growing part of the industry. So as to why it’s a secret is beyond me.’”

If he used it for campaign purposes, it’s an ethics violation. I have not seen any comment from Bresnahan on this aspect of the complaint, i.e., campaign usage:

“[C]ampaign travel by Rep. Bresnahan using the helicopter would require the filing of an in-kind contribution from RPB Ventures LLC. Despite efforts by Rep. Bresnahan to obscure the whereabouts of the helicopter by blocking public access to the helicopter’s travel history on several flight tracking websites, ECU states the helicopter has made over twenty flights, including to New Jersey, New York, and Rhode Island. The helicopter made regular flights around Bresnahan’s district during the lead-up to the November 2024 General Election, and has, on at least three instances since May 2025, flown out of Pennsylvania. If any of these trips were for campaign related purposes, Rep. Bresnahan’s failure to report the in-kind contributions would be a violation of campaign finance laws.”
