Operation Plate Check 2026 yields guns, drugs and more

SULLIVAN — On Thursday, May 7, 2026, the New York State Police, with assistance from the Sullivan County Sheriff’s Office, the Village of Liberty Police Department, the Village of Monticello Police Department, the Town of Fallsburg Police Department, and the New York State Department of Motor Vehicles Field Investigations Division, conducted “Operation Plate Check 2026” throughout Sullivan County.

This multi-agency enforcement initiative focused on fictitious, cloned, stolen, and switched license plates commonly displayed on vehicles operated by individuals attempting to conceal stolen vehicles, evade law enforcement, or facilitate criminal activity. Investigators also targeted subjects connected to organized retail theft, ongoing grand larceny auto investigations, firearms offenses, narcotics trafficking, gang-related activity, and other criminal conduct.

The following are the results of the one-day operation in Sullivan County:

               •              Traffic citations issued: 219

               •              Seat belt citations issued: 1

               •              Obstructed plate citations issued: 3

               •              Vehicles impounded: 25

The operation also resulted in two separate criminal investigations. As a result of these enforcement efforts, six individuals were arrested, and significant quantities of illegal firearms and narcotics were seized.

During the initiative, members of the Troop F Community Stabilization Unit conducted a traffic stop that resulted in the seizure of 89 firearms, along with several high-capacity magazines and ammunition. Three individuals were charged federally after the case was adopted by the Federal Bureau of Investigation Hudson Valley Safe Streets Task Force.

Additionally, the New York State Police Special Investigations Unit in Valhalla conducted a traffic stop that resulted in the seizure of approximately 20.9 grams of crack cocaine.

Three individuals were arrested in connection with that investigation, including:

Malike J. Hayward, age 52, of Woodbourne, NY, was charged with the following offenses:

  • Criminal Possession of a Controlled Substance 3rd Degree, Intent to Sell, a class B felony
  • Criminal Possession of a Controlled Substance 4th Degree, Narcotic, a class C felony
  • Criminal Use of Drug Paraphernalia 2nd Degree, Scales, a class A misdemeanor
  • Multiple Uniform Traffic Infractions

Hayward was arraigned at the Liberty Town Court and remanded to Sullivan County Jail with no bail set. He was due back at the Town of Thompson Court on May 11, 2026, at 5:00 p.m.

17-Years-Old male of Ellenville, NY, was charged with the following offenses:

  • Criminal Possession of a Controlled Substance 3rd Degree, Intent to Sell, a class B felony
  • Criminal Possession of a Controlled Substance 4th Degree, Narcotic, a class C felony
  • Criminal Possession of a Controlled Substance 5th Degree, Narcotic, a class D felony
  • Criminal Use of Drug Paraphernalia 2nd Degree, Scales, a class A misdemeanor
  • Uniform Traffic Infraction

The 17-year-old was arraigned at the Liberty Town Court and released on a Family Court appearance ticket that was scheduled for May 8, 2026, at 10:30 a.m. at the Sullivan County Family Court Youth Part.

Andrew J. Porter-Jackson, age 24, of Ellenville, NY, was charged with following offenses:

  • Criminal Possession of a Controlled Substance 3rd Degree, Intent to Sell, a class B felony
  • Criminal Possession of a Controlled Substance 4th Degree, Narcotic, a class C felony
  • Criminal Use of Drug Paraphernalia 2nd Degree, Scales, a class A misdemeanor
  • Uniform Traffic Infraction

Porter- Jackson was arraigned at the Liberty Town Court and released on his own recognizance. He was due back at the Town of Thompson Court on May 11, 2026, at 5:00 p.m.
