Liberty man arrested for third domestic violence-related incident in two weeks

LIBERTY, NY — On Thursday, October 15, 2026, at approximately 2:14 p.m., the Village of Liberty Police Department arrested Marion Black, 21, of Liberty, for violating a court-issued stay-away order of protection for the second time in just over two weeks. The arrest marked the third domestic violence-related incident involving Black and the same victim since September 29, 2026.

The latest arrest occurred when Liberty Police officers on routine patrol observed Black in a public area with the female victim, in direct violation of a full stay-away order of protection issued by the Town of Liberty Court.

The series of incidents began on September 29, 2026, when Black was arrested after punching the female victim in the face multiple times in the presence of a Village of Liberty Police Officer. Following that arrest, Black was arraigned in the Town of Liberty Court, where a full stay-away order of protection was issued prohibiting him from having contact with the victim.

Immediately after his release, Black violated the newly issued order of protection by attempting to locate the victim at her residence. Liberty Police officers again located and arrested Black for violating the court order. He was subsequently arraigned and committed to the Sullivan County Jail.

Despite these previous arrests and the court-issued order of protection, Black was again observed in the presence of the protected victim on October 15, resulting in his third arrest in just over two weeks.

Following his latest arrest, Black was transported to the Town of Liberty Court, where he was arraigned before the Honorable Judge Shortall. Bail was set at $20,000 cash, $50,000 secured bond, or $80,000 partially secured bond. Black was subsequently transported to the Sullivan County Jail.

Chief of Police Steven D'Agata stated, "This case is yet another example of how individuals who seek to exert power and control over victims of domestic violence will repeatedly disregard the law, court orders, and the safety of their victims.

Orders of protection are important tools for protecting victims of domestic violence, but ultimately, they are only pieces of paper. Their effectiveness depends on a criminal justice system that takes violations seriously and imposes meaningful consequences on those who refuse to comply.

Until the criminal justice system as a whole begins treating domestic violence with the seriousness it deserves, we will continue to see cases like this. Serious offenses demand serious consequences, and victims and survivors deserve meaningful safeguards against further abuse.

As a community, we need to demand a criminal justice system that prioritizes the safety of victims and holds repeat domestic violence offenders accountable. That includes recognizing when an individual's repeated conduct demonstrates that court orders alone are insufficient and incarceration is necessary to protect victims from further harm."

The Village of Liberty Police Department remains committed to aggressively investigating domestic violence incidents, enforcing court-issued orders of protection, and working with its criminal justice and victim advocacy partners to protect victims and hold offenders accountable.

Criminal charges are merely allegations that a defendant has committed violations of the criminal law and are not evidence of guilt. All defendants are presumed innocent and are entitled to a fair trial, during which the burden rests with the State of New York to prove guilt beyond a reasonable doubt.
