MONTICELLO — Members of the Village of Monticello Police Department arrested Ralph Michael Champlain, age 53, of Monticello on Sunday February 15, 2026. Champlain was charged with the felonies of Attempted Rape in the 2nd degree and Attempted Disseminating indecent material to a minor in the 1st degree.
Champlain was arrested following an investigation, after information was received by Village of Monticello Police that Champlain was communicating on Instagram with a person he believed to be a 14 year-old female juvenile and soliciting to meet with that person for the purpose of engaging in sexual intercourse at his residence.
Champlain also did transmit photos of his genitalia to the person he believed to be the 14 year-old. Champlain is listed as a Level 3 sex Offender in the NYS Sex Offender Registry following a 2005 conviction of Sexual abuse in the 1st degree for engaging in sexual contact with an individual less than 11 years old.
Champlain was arraigned in the Village of Monticello Justice Court before Judge Douglas Solomon and remanded to the Sullivan County Jail without bail pending further court action.
The filing of an accusatory instrument is merely an accusation and every person arrested is presumed innocent until proven guilty in court.
