LIBERTY, NY — The Village of Liberty Police Department announces that multiple sex offenders have been charged with felony offenses related to violations of New York State's Sex Offender Registration Act (SORA). These arrests occurred on October 16 and October 23, 2026, and are a result of ongoing investigative efforts by the Village of Liberty Police Department into registered sex offenders residing in the Village of Liberty. These arrests follow the arrests of 10 registered sex offenders by Liberty Police in August of 2026 as part of operation “registry repo.”

The following individuals have been charged:

• Kevin Cook, 56, of Liberty, NY – charged with three counts of Failure to Register Internet Identifiers, Class E Felonies.
• Tivone James, 37, of Monticello, NY – charged with one count of Failure to Register (90-Day Verification), a Class E Felony. Arraigned in the Town of Liberty Court and re
• Kimberly Shaw, 56, of Liberty, NY – charged with one count of Failure to Register Internet Identifiers, a Class D Felony.
• Miguel Casanova, 58, of Liberty, NY – charged with two counts of Failure to Register Internet Identifiers, Class D Felonies.
• Nicholas Fonseca, 46, of Liberty, NY – charged with one count of Failure to Register Internet Identifiers, a Class D Felony. Fonseca was additionally charged with Criminal Possession of a Controlled Substance in the Seventh Degree and Obstructing Governmental Administration, both Class A Misdemeanors.

Village of Liberty Police Chief Steven D’Agata stated, “In late August our department announced the arrest of multiple sex offenders for failing to comply with New York State Registration requirements. At that time, I thought I made our department’s position clear when I told registered offenders to get out of the Village of Liberty. These five defendants chose to ignore that warning and chose to ignore their obligations under New York State Law. As a result, they will be prosecuted to the fullest extent of the law. Our officers and detectives will be persistent and relentless in our monitoring, investigating and arresting of sex offenders within our jurisdiction.”

Criminal charges are merely allegations that a defendant has committed violations of the criminal law and are not evidence of guilt. All defendants are presumed innocent and are entitled to a fair trial, during which the burden rests with the State of New York to prove guilt beyond a reasonable doubt.
