MONTICELLO — On January 23, 2026 the Sheriff’s Gang Intelligence and Narcotics Unit arrested Tyrese Phipps, age 21, of Monticello for the felonies of Criminal Sale and Criminal Possession of a Controlled Substance. The defendant was arraigned by Judge Kelson in the Town of Mamakating and due to bail reform, was released to appear on a future date in the Village of Monticello court. Assisting in this investigation was the Monticello Police Department, Homeland Security Investigations, the Sullivan County District Attorney’s Office and the High Intensity Drug Trafficking Area Program.
On January 29, 2026 at approximately 5:30 am, the Sheriff’s Gang Intelligence and Narcotics Unit executed a search warrant at 33 Liberty Street Apartment, unit #316, inside of the John Crawford Housing development in the Village of Monticello.
Eleven individuals were found by deputies inside that location. The search of the residence resulted in the seizure of a quantity of crack/cocaine, digital scales, packaging material, and other drug paraphernalia.
Douglas White, age 75, was arrested for the felony of Criminal Possession of a Controlled Substance and the misdemeanor of Criminal Use of Drug Paraphernalia. The defendant, who has 5 prior felony convictions, was arraigned by Judge Solomon in the Village of Monticello and remanded to the Sullivan County Jail without bail.
Angela Moeller, age 42, was arrested at the scene on an active county court warrant. Moeller was arraigned before County Court Judge Jose-Decker and sent to the Sullivan County Jail without bail.
The other 9 individuals who were in the apartment at the time were released without charges.
Assisting with this search warrant was the Sheriff’s Emergency Services Unit, Sheriff’s K9 “Country” with Deputy Farrand, K9 “Doug” with Deputy Robbins, Homeland Security Investigations, Village of Monticello Police, and the High Intensity Drug Trafficking Area Program. The search warrant was prepare by Assistant Sullivan County District Attorney Thomas Raleigh.
Both of these investigations took place over the course of a 3 month period.
