The following is an open letter to the members of the Sullivan County Legislature:
I am writing to express deep concern regarding the decision to close the Adult Care Center (ACC) in Sullivan County. As highlighted, the ACC operates as an enterprise fund, a self-supporting county business-type activity under the administrative oversight of the county manager. Since March 2013, Joshua Potosek has held this position, bearing fiduciary and supervisory responsibility for the ACC’s operations, finances, staffing and compliance. His role has been pivotal in ensuring the center’s adherence to county policies, operational efficiency and alignment with the Office of State Comptroller standards.
The decision to close the ACC carries significant implications for the residents, employees and families who rely on its services. It is vital to recognize the human impact of this action, which disproportionately affects vulnerable individuals who call the center their home. While the financial savings projected—approximately $2.78 per month for taxpayers per $100,000 full value—might seem appealing, the cost in terms of community well-being and humane care far outweighs the monetary benefit.
Furthermore, the statistical reality that 35 percent of individuals over the age of 65 will require long-term care underscores the growing need for facilities like the ACC, especially as Sullivan County’s aging population continues to age. The closure of this center would not only diminish essential services but also compromise the county’s ability to meet future demand for long-term care.
I urge you to reconsider this decision and prioritize the needs of the people over financial savings. The ACC represents more than a line item in the budget—it is a lifeline for many in our community. Let us work together to ensure that Sullivan County remains a place where compassion and care are valued above all else.
