Chris Summers testifies on key issues facing COs

The president of the New York State Corrections Officers and Police Benevolent Association (NYSCOPBA) recently presented testimony before members of the State Senate and Assembly at the Public Protection Budget Hearing, addressing longstanding and emerging concerns facing New York State’s correctional system. 

Chris Summers’ testimony highlighted the persistent challenges of staffing, recruitment and retention, as well as unresolved recommendations from the HALT Act Committee, formed after the 2025 strike.

Summers emphasized the critical need for comprehensive mental health support for staff, particularly initiatives that address stress, burnout and the severe impact of inmate violence. He stressed the strain on officers’ personal lives, exacerbated by mandatory overtime and a lack of work/life balance.

“My testimony today at the Public Protection Budget Hearing isn’t just a set of talking points—it reflects the real dangers our members face daily,” said Summers. “They navigate an environment marred by ongoing violence, staffing shortages, and the inability to maintain a semblance of normal family life. The video we released today, featuring testimonials from current and former officers and their spouses, paints a vivid picture of the toll this profession takes, whether they are at work or at home. (video link below)   These men and women deserve support from our elected officials—who, with their failed policies, have contributed to the deterioration of our correctional system. Policies must be based on reality, not beliefs.”

Summers reaffirmed NYSCOPBA’s commitment to working with the Department of Corrections and Community Supervision (DOCCS) to find real solutions that will enhance safety within correctional facilities and restore a work-life balance for officers.

The NYS Legislature’s Joint Public Hearing on Public Protection is part of the governor’s executive budget proposal. It reviews funding and policy considerations for state agencies such as the state police, DOCCS and other criminal justice and public safety initiatives.
