Brooklyn man arrested in Monticello

Charged with felony animal cruelty

MONTICELLO - At midnight on Sunday, December 8, 2024, Village of Monticello Police responded to a 911 report of a disturbance, with a male violently abusing a dog, in an apartment of the Horizons Apartment complex located at Harmony Lane.

Upon arrival of officers, a female opened the door and stated, “He’s abusing the dog. “ Officers then heard a dog crying out in pain. Officers entered the apartment and found a male identified as Rawle A. Reynolds, age 34, of Brooklyn exiting a bathroom and a severely injured dog on the floor that was bleeding. 

Reynolds was arrested and charged with the felony of Aggravated Cruelty to an Animal under the NYS Agriculture and Markets Law. Reynolds was arraigned that morning in the Village of Monticello Justice Court before Village Justice Douglas Solomon and remanded to the Sullivan County Jail without bail, pending further court action. Reynolds is currently on parole in NYS until July of 2029 for a prior felony conviction of Robbery in the 2nd degree.

The injured animal was turned over to Animal Control Officer Joanne Gerow and is currently in veterinary care.
