WASHINGTON, DC — On December 16, U.S. Representative Rob Bresnahan, Jr. (PA-08) announced he signed Discharge Petition No. 11 to provide for the consideration of H.R. 1908, the End Congressional Stock Trading Act. Rep. Bresnahan signed the petition on December 10, 2025, and was the 37th Member to do so. The petition currently has 67 signatures.
“This will give Members and Americans alike the framework needed to offer transparency and accountability in Congress,” said Rep. Bresnahan.

A discharge petition is a seldom-used House procedure that allows a majority of members (218) regardless of party to force a bill out of committee and onto the House floor for a vote. Find out more about the discharge petition process here.
