HONESDALE, PA — Wayne County District Attorney A.G. Howell announced the following case was addressed by the Honorable Janine Edwards, President Judge Wayne County Court:

HONESDALE, PA- November 10, 2022

RYAN CLARENCE COLLINS, 27, of Newfoundland, PA, was sentenced to undergo incarceration the Wayne County Correctional Facility for a period of not less than 11 1/2 months nor more than 84 months for one count Possession of Child Pornography (F3). He was also ordered to pay the costs of prosecution, undergo a mental health evaluation and comply with all recommendations for treatment, maintain full-time employment or provide documentation from a doctor precluding him from employment, undergo a sex offender evaluation and comply with all treatment recommendations, , have not contact with anyone under the age of 18, and register for 15 years as a Tier I offender. The incident occurred between March 1, 2021 and April 29, 2021 in Dreher Township.

DONALD FREDERICK DELADE, 37, of Lake Ariel,PA, was sentenced to undergo incarceration in a State Correctional Facility for a period of not less than 20 months nor more than 120 months for one count Aggravated Assault with a Deadly Weapon (F2). He was also ordered to pay the costs of prosecution, and have no contact with the victim. The incident occurred on August 3, 2021 in Salem Township.

LAWRENCE EDWARD GEER, 75, of Beach Lake, PA, was placed on 24 months probation for one count Indecent Exposure (M1). He was also ordered to pay the costs of prosecution, pay restitution not to exceed $10,000, have no contact with the victim and the victim’s family, and undergo a psychosexual risk assessment and comply with any recommendations for treatment. The incident occurred between September 30, 2018 and September 30, 2020 in Damascus Township.

MATTHEW DAVID HORWITZ, 40, of Honesdale, PA, was sentenced to undergo incarceration in the Wayne County Correctional Facility for a period of not less than 210 days nor more than 23 ½ months for one count Defiant Trespass (M1). He was also ordered to pay the costs of prosecution, he is restricted from being on any school property owned by Wayne Highlands while on supervision, continue with his mental health treatment and comply with any and all recommendations for treatment and comply with case management services. The incident occurred between April 12, 2022 and April 14, 2022 in Honesdale Borough.

MATTHEW JAY HOWE, 26, of Moscow, PA, was placed on the Accelerated Rehabilitation Disposition Program for a period of six months related to a Possession of Drug Paraphernalia charges. He was also ordered to pay the costs of prosecution, perform 20 hours of community service, and undergo a drug and alcohol evaluation and comply with any and all recommendations for treatment. The incident occurred on September 27, 2019 in South Canaan Township.

JEFFREY RUSSELL JOHNSON, 43, of Preston Park, PA, was sentenced to undergo incarceration in a State Correctional Facility for a period of not less than 22 months nor more than 72 months for one count Possess Weapons of Mass Destruction (F2), Persons Not To Possess, Use, Firearms, Etc (M1), Unlawful Killing/Taking of Big Game (M), Unlawful Killing/Taking of Big Game (S), one count Possession of Controlled Substance-Crystal Methamphetamine and Heroin (M), and one count Possession of Drug Paraphernalia (M). He was also ordered to pay the costs of prosecution, and pay a fine in the amount of $1,000. The incidents occurred on February 15, 2022 in Preston Park Township and May 11, 2022 in Buckingham Township.

CODY LEE LEMON, 29, of Damascus, PA, was sentenced to undergo incarceration in the Wayne County Correctional Facility for a period of not less than four months nor more than 23 ½ months for one count Flight to Avoid Apprehension, Trial or Punishment (M2), one count False Identification to Law Enforcement Authorities (M3), Possession Small Amount – Distribute, Not Sell (M), Possession of Drug Paraphernalia (M). He was also ordered to pay the costs of prosecution, undergo a drug and alcohol evaluation and comply with any recommendations for treatment, and continue with mental health treatment and comply with all recommendations for treatment. The incident occurred on July 21, 2022 in Honesdale Borough.

JEREMY EDWARD SERBIN, 30, of Tafton, PA, was placed on 18 months probation for one count Tampering with or Fabricating Physical Evidence (M2), one count Possession of Controlled Substance-Heroin (M), Possession of Drug Paraphernalia (M), Required Financial Responsibility (S). He was also ordered to pay the costs of prosecution, pay a mandatory fine of $300, pay restitution in the amount of $500, and undergo a drug and alcohol evaluation and comply with any recommendations for treatment. The incident occurred on April 4, 2022 in Canaan Township.

JAMES SEBASTION SANDERSON III, 22, of Honesdale, PA, was placed on the Accelerated Rehabilitation Disposition Program for a period of six months related to Driving Under the Influence of Alcohol charges. He was also ordered to pay the costs of prosecution, perform 20 hours of community service, complete the Alcohol Highway Safety Program, undergo a drug and alcohol evaluation and comply with any and all recommendations for treatment, and have his operator’s license suspended for a period of 60 days. The incident occurred on May 22, 2022 in Texas Township.

TAMMY LYN KENOWSKY, 51, of Honesdale, PA was issued a Bench Warrant for failure to appear at court.

ANNA MARIE ZEMANEK, 36, of Dingmans Ferry, PA, was issued a Bench Warrant for failure to appear at court.

DANIEL PATRICK DAGNA, 59, of Lackawaxen, PA, was issued a Bench Warrant for failure to appear at court.
