Pike County Sentencing Information

Pike County District Attorney Raymond J. Tonkin announced the following criminal sentences were issued by Pike County Court of Common Pleas President Judge Gregory Chelak:

Joseph Bruce Kepnach, age 64, of Hawley, PA, was sentenced to 2 years of probation and fined $500.00 for the crime of Terroristic Threats.  The state police were dispatched to a neighbor dispute at a residence in Lackawaxen Township during which  in Kepnach communicated in a threatening manner.

Nicolas Angelo Clemente, age 43, of Shohola, PA, was sentenced to 12 months less 1 day to 24 months less 1 day in the Pike County Jail, followed by 3 years of probation and a fine of $750.00 for the crime of Endangering the Welfare of Children.  Between May of 2018 and July of 2018, Clemente allowed a black bear to repeatedly enter his residence in Dingman Township while his minor child was present.  Clemente would feed and interact with the bear, putting the minor child at risk of serious bodily injury or death.

Donald G. Riker, age 36, of Shohola, PA, was sentenced to 50 days to 18 months in the Pike County Jail, fined $1,300.00 and had his driver’s license suspended for 12 months for the crimes of Firearms not to be Carried without a License and Driving Under the Influence.  The state police were dispatched to Route 590 in Lackawaxen Township for a disabled vehicle on April 18, 2020.  The state police arrived to find Riker had crashed his vehicle into a ditch.  In speaking with Riker, the trooper detected the smell of an alcoholic beverage.  Field Sobriety Tests showed impairment and a blood test confirmed a blood alcohol content of .272%.  Riker was also found carrying a loaded, concealed firearm for which he did not have a conceal carry permit.

Matthew Eugene Lange, age 34, of Hanover Township, PA, was sentenced to 49 days to 12 months in the Pike County Jail and fined $300.00 for the crime of Default in Required Appearance.  Lange failed to report to the Pike County Jail to serve a 30 day incarceration on June 21, 2019, or to pay the court ordered sum of $500.00.

Timothy James Hoffman, age 30, of Greentown, PA, was sentenced to 5 years of probation and a fine of $100.00 for the crime of Corruption of Minors.  Hoffman engaged in an inappropriate relationship with an individual whom he knew was less than 18 years of age at a residence in Greene Township on December 30, 2018.

Carmen Iris Cruz, age 50, of Milford, PA, was sentenced to 12 months of probation and fined $500.00 for the crime of Retail Theft.  Cruz took $76.17 worth of merchandise from a retail store in Westfall Township on December 16, 2019, without paying for it.

Adrian John Gostischa, age 21, of Milford, PA, was sentenced to 1 year of probation and fined $300.00 for the crime of Harassment.  Gostischa sent text messages to an adult from his residence in Dingman Township on January 21, 2020 requesting sexual acts in payment for tutoring an individual. 

Dwayne Lee Cantelmo, age 47, of Milford, PA, was sentenced to 3 months and 90 days to 6 months in the Pike County Jail, fined $1,300.00 and a driver’s license suspension to be determined by PennDOT for the crime of Driving Under the Influence and the Summary Offense of Driving While Operating Privilege is Suspended or Revoked.  Cantelmo was stopped along SR 739 in Blooming Grove Township by the state police on March 1, 2020, for driving on a suspended license.  The trooper observed Cantelmo to act in a confused manner and exhibiting bloodshot, glossy eyes and emanating the smell of an alcoholic beverage.  Field Sobriety Tests indicated impairment and a breath test confirmed a blood alcohol content of .095%.

Kevin Robert Burke, age 36, of Dingmans Ferry, PA, was sentenced to 30 months to 5 years in a state correctional facility, fined $4,700.00 and had his driver’s license suspended for a duration to be determined by PennDOT for 2 counts of the crime of Driving Under the Influence of a Controlled Substance, Criminal Conspiracy to Commit Possession with Intent to Manufacture or Deliver a Controlled or Counterfeit Substance and the Summary offense of Driving While Operating Privilege is Suspended or Revoked.  The state police responded to a one vehicle crash along Route 6 in Milford Township on June 5, 2018, where Burke admitted to the trooper that he was dozing behind the wheel and using Heroin prior to the crash.  Burke was observed to have constricted pupils and a lethargic demeanor.  Field Sobriety Tests showed impairment and a blood test confirmed the presence of Fentanyl and Norfentanyl in his blood.  On September 21, 2018, the state police found Burke driving on a suspended license on SR 739 in Delaware Township.  The state police responded to Park Road in Delaware Township on December 5, 2018, where Burke had crashed his car into the adjacent woods.  Burke was observed to have constricted pupils, bloodshot eyes and shaking with an anxious demeanor.  Burke admitted to injecting Heroin and needle marks were observed on his arms.  Field Sobriety Tests showed impairment and a blood test confirmed the presence of Morphine in his blood.  Burke was stopped on May 20, 2019, along SR 739 in Delaware Township for no inspection sticker.  Burke’s passenger was found in possession of Heroin and Fentanyl which Burke had driven the passenger to New Jersey to pick up.

Anthony Falcone, age 57, of Hawley, PA, was sentenced to 6 months of probation beginning with 30 days of house arrest, a fine of $1,000.00 and a driver’s license suspension of 12 months for the crime of Driving Under the Influence of a Controlled Substance.  The state police were dispatched on August 24, 2019, to Hemlock Farms Road in Blooming Grove Township where Falcone had rolled his vehicle.  Falcone was observed to have red, glassy eyes, slurred, raspy speech and constricted pupils.  Falcone admitted to drinking alcohol earlier in the day and consuming prescription medications.  Falcone was found in possession of Suboxone.  Falcone refused a blood test. 

Davian Quintana, age 19, of Glen Spey, NY, was sentenced to a fine of $200.00 for the Summary Offense of Criminal Mischief.  While incarcerated at the holding cell of the Pike County Courthouse, Quintana carved his initials into the window frame causing damages on October 9, 2019.

Gary N. Hand, age 49, of Montague, NJ, was sentenced to the Pike Care Program for 5 years, which will include 90 days of house arrest, a fine of $1,900.00 and a driver’s license suspension for a duration to be determined by PennDOT.

Woodrow Gordon Goodrow, age 21, of Milford, PA, was sentenced to 18 months to 48 months in a state correctional facility and fined $1,200.00 for the crimes of Robbery, Criminal Conspiracy to Commit Robbery and Theft. Goodrow conspired with his co-defendants to pick up an individual in Delaware Township and forcibly take property from the individual before fleeing the scene.
