Man arrested for sexual assault of minor

MILFORD, PA — Pike County District Attorney Ray Tonkin announced the arrest of Andrew John Dougan, age 33, of Tamiment, PA, on numerous felony charges for engaging in sexual contact with a minor.  The Pike County DA’s Office Criminal Investigation Division arrested Dougan for the charges of Involuntary Deviate Sexual Intercourse with a Person Under 16, Unlawful Contact with a Minor, Statutory Sexual Assault, Aggravated Indecent Assault, Sexual Abuse of Children-Possession of Child Pornography, and Corruption of a Minor, all felony charges.

According to the Affidavit of Probable Cause, a joint investigation with the Sussex County, New Jersey Prosecutor’s Office resulted in the filing of the charges.  Investigators responded to a report that Dougan engaged in sexual intercourse with a 13-year-old in October and November of 2017.  The affidavit describes several occasions that Dougan sexually assaulted the 13-year-old at his house in Tamiment.  Investigators located messages on an app that held encrypted messages between the 13-year-old and Dougan.

Magisterial District Judge Paul Menditto arraigned Dougan and set bail in the amount of $1,000,000.00.  Dougan is currently undergoing a sentence for a DUI conviction earlier this year.  A preliminary hearing is scheduled for December 7, at 12:15 p.m.
