HONESDALE, PA — Meeting for the first time in 2014 on January 3, the Wayne County commissioners prepared for 2014 expenses until new tax revenues appear.
The commissioners, on December 19, opened bids from local banks seeking to finance and offering interest rates for the county’s annual tax anticipation note.
With an improving economy, the commissioners said this year’s note, $2 million, would be the smallest in recent years.
Bids were received from three banks, including The Dime Bank at 1.49%; First National Community Bank at 1.65%; and the approved, winning bid of the Honesdale National Bank at .93%. The vote followed their solicitor’s vetting of the bids.
The Wayne Bank, which was last year’s winning bidder, did not bid on the 2014 note.
Much of the remaining agenda was devoted to personnel changes and appointments.
They included appointing Christa Odell to a three-year term as the at-large member of the Ag Land Preservation Board, expiring in 2016; accepting the resignation of Robert Killian from the South Wayne Sewer & Water Authority; and appointing Michael J. Fitzpatrick to fill an unexpired term through this year.
Other personnel moves included the immediate appointments of Kelly Branning and Marisa Klinger as part-time training dispatchers, and Mathew Paladino and Elizabeth Striker as part-time kitchen/aging workers, at six to 10 hrs per week, salaried at $7.25 per hour.
A number of full-time promotions included Tiffany Schneider from part-time to full-time prison nurse; Isobel Hosking from part-time to full-time prison food service; Kelly Kyzer from deputy treasurer to risk manager; Michael Botjer from part-time to full-time deputy sheriff, Sarah May from administrative assistant to office manager in adult probation.
Among magisterial district judges’ staff, Shelby Fendelender was transferred to the district of Judge Ted Mikulak as a clerk, and Debra Wilson was moved from office manager to clerk for Judge Ronald Edwards.
The commissioners approved an AFSCME contract for court appointed non-professional employees running through 2016; increased the hours for Aging Care Unit 1 Case Aides, from 35 to 37.5 per week.
