HONESDALE, PA — Cindy Furman, director of the Wayne County Bureau of Elections, is pictured on November 10 as the county commissioners, meeting as the board of elections, sorted through 62 provisional ballots (pictured in the stack) received in the November 8 election. Provisional ballots are provided when, for whatever reason, a voter’s name does not appear on the local rolls of a polling place at the time the voter appears to vote.

After the board heard Furman’s explanation of each case, the board voted either to accept the ballot in full or in part, or rejected the ballot. Last week, the board accepted 13, rejected 41, accepted a partial vote for six, and held two for further explanation.

Completing the count, some 1,638 absentee ballots were canvassed in an afternoon session of the election board, but Furman said Monday afternoon that a grand total had not yet been completed. Wayne’s presidential election voter turnout count was 45% of those eligible, compared to 67% in 2012 and 73% in 2008, she said.
