Cappelli announces deal with Foxwoods/Muss

Developer Louis Cappelli, who has been chasing a casino in Sullivan County for years, announced a deal to share an entrance and a golf course with a casino.

LIBERTY, NY — Developer Louis Cappelli, who has proposed building various casino resorts over the years, has announced a deal with Foxwoods and Muss Development regarding the former Grossinger’s Hotel property, which Capelli owns through his company Sullivan Resorts.

The agreement stipulates that if Muss/Foxwoods is selected to build a casino on land next to the former resort, their guests will be able to use the existing entrance to the resort, the golf course and the lake.

Cappelli would still pursue building townhouses on the Grossingers property he owns, but without a casino. In a statement, Cappelli said, “Working together with Foxwoods Catskills, LLC, we have come to an agreement that will allow us to develop the two parcels of this magnificent 1,200-acre site in a complimentary way, and not in competition with one another. This agreement will provide a better experience for future homeowners and resort casino visitors, and it will enable us to maximize economic benefits for Liberty, and to create thousands of jobs for residents of Sullivan and Delaware counties.”

“Joining Sullivan Resorts helps us to create a truly world-class experience for our visitors,” said Foxwoods CEO Scott Butera. “Now, not only will we have the resort situated to take advantage of the most scenic views, we’ll have the best possible access to the site and full use of the Big G golf course and Grossinger’s Lake, which our visitors will enjoy.”

Representatives of Muss and Foxwoods will be appearing before a joint meeting of the Liberty town board, the town planning board, and Village of Liberty board and the village planning board on February 10, at 7 p.m. at the Liberty High School auditorium to present their “sketch plan” to the boards.

As to other casino plans, Cappelli has said that he is still pursuing building a casino on the bit of land he owns at the former Concord Hotel property in Kiamesha Lake.

Empire Resorts, which operates Monticello Raceway, has teamed up with EPR Properties, which owns the lion’s share of the former Concord Hotel, and they will be vying for a license for a casino to be operated there.

Claremont Partners and its chief executive Michael R. Treanor will be applying to open a casino at the site of the long-shuttered Nevele Hotel near Ellenville in Ulster County.

The locations for the casino will be chosen by a siting board, the members of which will be chosen by the New York State Gaming Commission. The appointed members are expected to be named any day.
