Sullivan DFS commissioner's legal battles in Ohio

A third lawsuit in which Parker was named was filed in April of this year. According to an account of the lawsuit in the Port Clinton News Herald, it was filed by a former employee, Mindy Wymer, and her husband, William Wymer; they charged that Parker and other employees of RCCS violated their constitutional rights.

The couple claimed RCCS employees wrongly ordered their four children into foster care for less than a month, and in the process committed a number of wrongs. The news report said that Mindy’s position was created by Parker for her, but he later complained about her performance to other employees.

According to the news account, after the incidents with their children the couple, “filed a grievance with Parker, and the former director failed to make a timely response to their complaints.” The couple could not be immediately reached for comment.

County legislators and Parker declined to comment on this story.
