MONTICELLO, NY — The next step in the development of the erstwhile Concord Hotel property may be determined by which party, Entertainment Properties Trust (EPT) or Louis Cappelli’s Concord Associates, is considered to be the “master developer” of the project.
The Thompson Town Board passed a resolution in 2006 approving a development plan for the property, with combined facilities including hotel, racino, retail, housing and more. It is now beginning an environmental view of EPT’s proposal to develop the land, which requires numerous changes to the original plan. But though Concord Associates currently owns less than 10% of the property to EPT’s 90%-plus, it has written a letter to the board saying it would have to approve any changes.
That’s because, at the time the plan was approved, Concord owned the entire property and, it says, must therefore be considered the “master developer” for the plan. EPT attorney Steve Vegliante said EPT is reviewing the letter and will be presenting a formal response.
