HONESDALE, PA — After the formality of last week’s bonding approval and signing ceremonies, the November 16 version was a necessary but somewhat less colorful affair.

The Wayne County Commissioners’ chief clerk, Vicky Botjer, announced that a notification requirement requiring a November 10 action, had been missed by a day on November 9, so the commissioners needed to “re-execute the resolution and appropriate documents” to move it ahead.

The new issue, as reported last week, was to fund the retirement of a $7.2 million 2012 bond issue and a series of nine proposed infrastructure capital projects estimated to cost $3,955,052.

This week, Commissioners Chair Brian Smith said the new bonding of $9,995,000 would provide $3.7 million for 10 projects including infrastructure maintenance and energy upgrades. Wayne will retain it AA- bond rating, but the bond’s interest rate will be 2.89%, higher than the hoped-for 2% rate.

The commissioners also received and tabled for engineering and legal review two responses for their request for proposals/quotes for proposed energy upgrade projects.

The commissioners hosted the final hearing for the distribution of $404,640 available for the 2017 fiscal year community development block grant (CDBG) program. Of that amount, $170,244 is scheduled for projects in the eligible communities of Honesdale and Salem Township. The remaining $234,396 will go to Berlin Township (for a wheelchair lift at the community center), Scott and Clinton townships (for street improvements to Buchanan and Burns roads respectively).

Wayne County Sheriff Mark Steelman appeared at the meeting to pitch his department’s annual “Stuff the Cruiser Toy Drive,” which takes place annually on “Black Friday,” this year November 24. On Friday, volunteer deputies will be on hand in the parking lots outside the Walmart, K-Mart, and CVS stores in the Honesdale area from 9 a.m. to 3 p.m. accepting new and unwrapped toys suitable for children ages newborn to 16.
