A reader asks, ‘how does this happen?’

In reference to the Monticello Motor Club’s (MMC) approval by the Town of Thompson Planning Board:

Recently I wrote a letter to Town of Thompson Supervisor Anthony Cellini asking why the town didn’t file a 239 review with the county’s planning department in 2007 or 2008, when this motor track was started. By rights they should have done so.

Mr. Cellini never answered that question directly, but replied that because MMC was now planning an expansion and is going to develop land closer to State Route 42, a 239 review was requested.

So now they did a 239, and the town is not paying attention to it at all.

In August, the planning board approved the MMC’s expansion even though the Sullivan County Division of Planning and Environmental Management recommended that the town not issue any approval until the state (NYS DOT) reviewed and the traffic impact study and its comments were addressed. It is my understanding that as the end of September, the DOT review was not finalized.

I just can’t understand it. Please explain why this approval was allowed by the Town of Thompson?
