Celebrating the river
Decades of partnerships

RIVER VALLEYThere are three significant anniversaries regarding the river happening this year. Forty years ago, in 1968, Congress passed the National Wild and Scenic Rivers Act; 30 years ago, in 1978 Congress designated the river as the Upper Delaware Scenic and Recreational River; and 20 years ago, in 1988, the Upper Delaware Council (UDC) was formed to oversee the River Management Plan.
The National Park Service (NPS) is marking the occasion with two events that will highlight the river and the partnerships that work to protect it.

Monticello broker sued for $2 million
Narrowsburg man charges fraud

WHITE PLAINS, NYAccording to court-filed documents, Frank Owens, a Tusten resident, has filed a lawsuit against local stockbroker Lloyd Barriger, the Gaffken Barriger Fund and other parties seeking at least $2 million in restitution. The complaint, filed in federal court in White Plains by a New York City law firm, alleges that Barriger and his associates defrauded Owens by investing $2 million of Owens money in a high-risk fund.

Hard times ahead
Partnership annual meeting comes with warning

BETHEL, NYThe chitchat was lively and upbeat before the speakers took the podium, but once they did, the message was tinged with caution.
The occasion was the annual meeting of the Sullivan County Partnership for Economic Development on October 16 in the Events Gallery at Bethel Woods, and the keynote speaker said that the economic times coming up would not be easy.
