Flag, pledge, anthem are the law
HARRISBURG, PA — Governor Schweiker
signed House Bill 592 last week requiring all supervising
officials and teachers in charge of public, private
or parochial schools to display the U.S. flag in every
classroom during the school day and to provide for
the recitation of the Pledge of Allegiance or the
singing of the National Anthem at the beginning of
each school day.
Under the bill, students may decline
to pledge and may refrain from saluting the flag on
the basis of religious conviction or personal belief.
Fighting spam and child porn
HARRISBURG, PA — Pennsylvania
is acting on Internet abuses in two newly adopted
laws.
Under the Unsolicited Telecommunication
Advertisement Act, a person may not initiate, conspire
to initiate, or assist transmitting an unsolicited

false or misleading information in the return address
portion of the electronic mail, fax or wireless advertisement
so that the recipient would be unable to reply to
the original sender of the message.
The legislation also prohibits a person
from using a third party’s Internet domain name
without permission to send an unsolicited commercial
message.
A new Computer Offenses Chapter of
the Pennsylvania Crime Code provides for the new offenses
of computer theft, unlawful duplication, computer
trespass and unlawful transmission of electronic mail.
It also requires Internet service providers
to remove or disable access to child pornography sites
on the Internet.
