ATV usage:
a controversial issue

No doubt about it, one of today’s most controversial
issues is ATV usage on public lands. Those who own ATVs want the
freedom to ride them anywhere they choose. However, there are those
who see the damage done when unauthorized trails are cut through
sensitive sections of forests and streams. And though Pennsylvania
has 188 designated trails for ATV’s, Department of Conservation
of Natural Resources (DCNR) secretary John Oliver says, “We probably have 10 times that
number in illegally cut trails.”
A new law will go into effect October 23 requiring
registration with DCNR for all new and
existing ATVs used for recreation in PA. The law also includes snowmobiles.
The goal of the legislation is to reduce riding in unauthorized
areas. Increased fines and penalties from the original $25 to $100
for first offense to $50 to $200 will accomplish this.
On the positive side, if you are an avid ATV rider,
these new changes will allow DCNR to award
grants to municipalities and profit/ nonprofit organizations specifically
for trail development and facilities on private lands.
“Providing financial assistance to help others
create trails will take the pressure off forest lands, which seek
to balance all other recreational uses as well,” Oliver said.
