Monticello Man Indicted on Murder Charges

Sullivan County District Attorney Jim Farrell announced today that Carlos Serrano, 24, of Monticello, N.Y. was indicted by a Sullivan County Grand Jury on charges of Murder in the 2nd Degree, Criminal Possession of a Weapon in the 2nd Degree and Reckless Endangerment in the 1st Degree, all felonies.

Farrell said the indictment alleges that Serrano, on June 28, 2016, intentionally caused the death of Juan Medina, 28, by shooting him multiple times with a handgun at 62 Park Avenue in the Village of Monticello. The indictment further charges Serrano with the possession of a loaded handgun and the reckless endangerment of other individuals present when the shots were fired at Medina.

Serrano was arrested after an investigation by the Village of Monticello Police, who were assisted by the Sullivan County District Attorney’s Office, the New York State Police, NYSP Bureau of Criminal Investigation, NYSP Major Crimes, NYSP Forensic Identification Unit, the Sullivan County Sheriff’s Office, Liberty Police and NYS ENCON Police.

Monticello Police responded on the early evening of June 28, 2016, to 62 Park Avenue and found the victim shot multiple times. An autopsy found he was shot to death. Serrano faces a minimum of 15 years to life and a maximum of 25 years to life, in prison, if convicted of Murder in the Second Degree.

Farrell said Serrano has been held at the Sullivan County Jail since his arrest on June 28, 2016, without bail, and will be arraigned later this week before Judge Frank LaBuda on the charges alleged in the indictment.
