Heroin bust in Honesdale

Today, Janine Edwards, Wayne County District Attorney, reported that the Wayne County District Attorney’s Drug Task Force was successful on Saturday, August 22, 2015 in an undercover drug operation that took down 27 year old Luis Polanco-Felipe, AKA “Cuz”, of New York, New York for trafficking heroin in Honesdale.

The Wayne County District Attorney’s Drug Task Force arrested Polanco-Felipe with the assistance of the Pennsylvania State Police and the Honesdale Borough Police Department. Wayne County Drug Task Force officers had previously received information that Polanco-Felipe was selling significant amounts of heroin in the Honesdale area.

In mid-August, undercover members of the Wayne County Drug Task Force made a controlled purchase of heroin from Polanco-Felipe. Officers then made a second purchase of heroin from another subject who was working directly for Polanco-Felipe. On August 22, Drug Task Force officers received information that Polanco-Felipe had gone to New York City to purchase a supply of heroin and was scheduled to return to Honesdale on a bus with the heroin.

Polanco-Felipe disembarked the bus at the Honesdale Bus station on Main Street and was immediately taken into custody by members of the Wayne County Drug Task Force, Honesdale Borough Police and the Pennsylvania State Police. Polanco-Felipe was searched and approximately 4.5 grams of uncut heroin (approximately 450 bags of heroin) with a street value of $9,000.00 was found on his person. A box of wax paper baggies and a container of rubber bands, both used to package the heroin, were found in his backpack. During his arrest, Polanco-Felipe attempted to destroy the bag of evidence.

Janine Edwards said “This operation involved significant planning, patience and coordination. I am so proud of the Drug Task Officers for a very successful removal of a very significant drug dealer in Honesdale. This is another example of being proactive in the fight against drugs and also utilizing solid tips from the Wayne County Heroin Prevention Task Force to fight illegal drug activity.”

Polanco- Felipe was charged with 1 count of Delivery of a Controlled Substance, a felony, and 1 count of Possession of Drug Paraphernalia, a misdemeanor. Still to be filed is 1 additional count of Delivery of a Controlled Substance (F), 1 count of Possession with Intent to Deliver (F), 2 counts of Criminal Use of a Communication Facility (F) and 1 count of Tampering with Evidence (M2). Polanco–Felipe was arraigned before Magisterial District Judge Bonnie Carney and remanded to the Wayne County Correctional Facility on $50,000 bail. He is scheduled to appear for central court at the Wayne County Courthouse on Wednesday, August 26, 2015 at 9:00 am.
