Multiple Liberty sex offenders charged

The Village of Liberty Police Department announces the results of Operation Village Watch, an initiative to ensure compliance with the New York State Sex Offender Registration Act.

Under the state law sex offenders are required to register certain information such as where they live and what internet accounts they possess to law enforcement. During the two week long operation Liberty Police Officers visited and interviewed every registered sex offender that resides within the Village of Liberty.

Those who were not in compliance with the New York State Sex Offender Registration Act, or found to be violating other laws, or conditions of parole were arrested. The investigations were conducted in conjunction with the Sullivan County District Attorney’s Office and the Liberty Police were assisted by parole officers from the New York State Division of Corrections and Community Supervision.

The following individuals were arrested as a result of the operation:

1. Brian Romer, 42 charged with failing to register and verify internet accounts, a felony.

2. Victor Conklin, 35 charged with failing to register and verify internet accounts, a felony.

3. Charles Mclean, 38 charged with 3 counts of failing to register and verify internet accounts, all felonies.

4. Michael Miller, 55 charged with failing to register and verify internet accounts and offering a false instrument for filing in the 1st degree, both felonies.

5. Fernando Mojica, 25 charged with 5 counts of failing to register and verify internet accounts and 1 count of offering a false instrument for filing, all felonies.

6. Richard Kingsbury, 24 charged with 2 counts of failing to register and verify internet accounts and 1 count of offering a false instrument for filing, all felonies.

7. Juan Sanabria, 48 charged with a violation of conditions of parole.

8. Emmanuel Toribio, 25 charged with violation of conditions of parole.

9. Tyrone Pace, 44 charged with violation of conditions of parole.

10. Charles Foreman, 33 was charged with failing to register and verify a change of address. Foreman had changed his address in December of 2011 and failed to report the change to law enforcement. Foreman then fled the state to Nevada and has been wanted by the Liberty Police since January of 2012. Foreman was located in the Town of Monroe with the assistance of the New York State Police and arrested on the outstanding warrant.
