On Sunday June 17th ,2012 Village of Liberty Police arrested Jeffrey Rowland, 26 or Liberty after responding to a dispute at the Liberty Commons apartment complex. While police were responding to the 911 call they found Rowland and the female victim in the middle of nearby Carrier Street. Rowland had followed the victim and continued to assault her.

Investigation revealed that during an argument Rowland had struck the female victim with a belt causing injury, taken her phone away from her while she attempted to call the police and punched her in the head. Rowland was charged with assault in the second degree and criminal possession of a weapon in the third degree, felonies, and assault in the 3rd degree, criminal mischief in the fourth degree and unlawful imprisonment in the second degree.

Rowland was arraigned in the Town of Liberty Court and remanded to Sullivan County Jail in lieu of $7,500 bail. Once in the jail Rowland called the victim, in violation of an order of protection issued by the Judge at his arraignment directing him not to have any contact with the victim.
