Two Middletown men arrested in stolen vehicle.

On April 27, 2011, New York State Police at Middletown arrested Samual Winbush, age 48, of Broad Street, Middletown, New York for criminal possession of a weapon in the third degree, a D felony, criminal possession of stolen property in the fourth degree, an E Felony, and criminal possession of stolen property in the fifth degree, a misdemeanor.

Luis Candelario, age 18 of Rumsey Street, Port Jervis, New York was arrested for Criminal Possession of Stolen Property in the fourth degree, an E felony, and Criminal Possession of Stolen Property in the fifth degree, a misdemeanor.

A concerned citizen was able to flag down a trooper on patrol in the area of Dunning Plaza, Middletown at approximately 5:30 PM on April 27. The citizen advised the trooper that he observed a blue colored Honda Accord occupied by two males driving around the parking lot of Dunning Plaza looking in unoccupied parked vehicles.

The Trooper located the Honda Accord and attempted to make a traffic stop. The operator, later identified as Winbush, refused to stop and led the State Police on pursuit through the parking lot. Winbush then bailed out of the moving vehicle and fled on foot into Price Chopper where he was arrested by other responding State Police members.

The passenger, Candelario, was arrested at the scene where the vehicle came to a stop after striking a dumpster.

Further investigation revealed that the Honda Accord was reported stolen to the City of Middletown Police Department on April 16. An inventory of the Accord produced numerous GPS devices and other miscellaneous items that appear to be have been stolen.

The two men were processed at State Police headquaters in Middletown and arraigned before the Town of Wallkill Justice Court.

Winbush was remanded without bail to the Orange County Jail. Candelario was held in lieu of $2000 cash or $4000 bond. Both men are to return to court on May 3, 2011.
